loading cisco provided sap-app.pdlm PDLM file causes configuration corruption on 7200vxr platform

error reproducable using 
- IOS advipservices 124-11.T on processors NPE225, NPE400, NGE-G1, and NPE-G2
- IOS advipservices 124-15.T3 on processor NPE-G2

attached zip file of html page shows entire customer configuration with all corrupted items highlighted

here is the process to produce the error

1. copy user provided statup-config to nvram and reboot router
2. observe class-maps ** example "sh class-map mark-routing" yields 
 Class Map match-all mark-routing (id 11)
  Description: routing protocol traffic (cs6)
   Match protocol eigrp
   Match protocol bgp
   Match protocol ospf



3. copy sap-app.pdlm to router filesystem  (DISKn:/)


4. load pdlm to memory
      conf t
      ip nbar pdlm DISKn:/sap-app.pdlm
      end


5. re-observe class-maps -  example sh class-map mark-routing NOW yields

 Class Map match-all mark-routing (id 11)
  Description: routing protocol traffic (cs6)
   Match protocol ipinip
   Match protocol cuseeme
   Match protocol bgp
