Guestshell not running Cisco ISR 4400

When doing guestshell enable I am getting:

Error: Config DB Appid guestshell: Default (Port 1) is not allowed

The router I am using is is a Cisco ISR 4400 version 17.06.02

Show iox-service:

IOx service (CAF): running

IOx service (HA): not supposed

IOx service (IOxman): running

IOx service (Sec storage): not supposed

Libvirted 5.5.0

Guestshell: deployed

Information on the task:

I am currently trying to run a python script to configure all ports for me. Right now for the testing phase I won't be connected to the internet and cannot. My device has a USB port which is what I'll be using to transfer any files needed. But I am currently struggling to make guestshell run. I have followed many guides and videos, the interface AppGigabitEthernet does not exist on this device as far as I know so any guide with that I just skip that section.
