Broadworks API to assign phone numbers

As a service provider we assign phone number from a pool to our customers.

Is there a way via an api (maybe rest) to do the following.

1) Get the a list of enterprises.

2) Under that enterprise, get group information.

3) see what numbers are unassigned in a pool and assign it.

Our goal is have a web page that allows front line people to be able to do this work, without access to the broadworks interface.
