Scansafe tower not stable after emergency maintenance

I have got an email from CWS Advisory said that Tokyo DC will have a emergency maintenance on 12th Feb 2016.

and when I back to office next Monday, found that it is not able to display the webpage sometimes, but not always, before it was working good with no issue. Can any one help to check this issue?

Note : Proxy2171 and 2112/3/4 are in different geo location.

You are observing packet drops while reaching to different geo location IP (CWS towers).

While you ping two different geo IP , ISP terminated at your ASA is common , however the CWS tower ISP are different.

I suspect your internet is not stable , can you get it clarified with your ISP ?

Proxy 2171 is belong to HK DC

Proxy 2171 is belong to HK DC, I am using this tower that with no issue from this morning.

Proxy 2112/3/4 is in Japan Tokyo DC, much closer to our ASA in Korea, but always got problem when I try to change back to it.

I also verified with local ISP that said local Internet line is stable.

and one more question, what is A mean that the Ping response?
