I have seen this in the past.

An APIC reload solves the problem. If you do not want to reload the APIC you might need to call TAC and ask them to restart the ssh daemon via root user.

AFAIK there is not a document describing such behaviour and related solution.

If you would like a deeper analysis and a supported resolution/workaround I suggest you to open a TAC case.
