how does someone download anyconnect for devnet sandbox labs?

Anyconnect is only available on software.cisco.com and you will need a valid contract to download it.

If you can't download Anyconnect, the sandbox team recommend to use Openconnect, altought support is best effort. Several users on the forum have shared they use openconnect. You can find some links here https://developer.cisco.com/docs/sandbox/getting-started/#support

unfortunately Cisco VPN / Anyconnect is no longer Free! but u can use other any of VPN software; I used free one that comes with Win 10 or OpenConnect
