It was reported as unavailable yesterday, suggest to check back in a a day or use one of the reservation sandboxes.

there is no option to reserve the NX-OS sandbox. Is there any other way to
explore the NX-OS CLI? Is there a virtual machine simulator or similar
available?

You can try Cisco dCloud if you have this option. Otherwise you can try the devnet CML sandbox which all have NX-OS devices. For personal use you can spin a NX9Kv up in virtual box using vagrant and run this on your local machine. See here how you can do this --> https://blogs.cisco.com/developer/open-nx-os-journey-1
