I think cisco Tac case collection is not being used any more as I get a blank page when try to reach it.

Is there any other tool which works like it.

TAC CC is no longer in production. As of now, there is no other alternative available, apart from CSC. I used to write TAC CC documents myself about 8-9 yrs ago and I understand where you are coming from. Thank you for your feedback though, appreciate it.
