EM_Park at VPM State after two line connect to E&M ports at Router 3660

Need your help about VOIP problem.

Our customer using Cisco 3660 with 2 unit of NM-2V modules. Each of NM-2V modules connect to 2 E&M Modules. Each of E&M module connect to PABX NEC NEAC 7400 ICS.

The problem is, if two E&M voice port connections are already established, other E&M voice ports will be change to EM_Park at VPM State. It can be seen with "show voice call summary".

But if only one E&M voice port connection is established, other ports will change to EM_Onhook.

Can someone help me regarding this problem?

The condition of EM_Park sometimes indicates an incorrect signalling condition or excessive state changes of the signalling bits.

Again, Make sure that you are running the latest 12.2 IOS versions.

There are some bugs associated with this issue when using the early 12.2 IOS versions.

If early version IOS is being used, try to upgrade with latest version.

Beside upgrading to latest IOS version, can this problem appears because pabx grounding problem?

The pabx location is in different building, not in Server room.
