ANM licensing

I am a little confused by the latest ANM licensing. The Q and A for 4.2 states;

To simplify deployment and help ensure that all Cisco ACE customers can gain the advantages of the Cisco ACE portfolio, including Cisco ANM capabilities, Cisco is offering Cisco ANM 4.1 and 4.2 free of charge.

However somewhere else it says that you still need to apply for a license. Does this mean that the application itself is now free but you need to buy per ACE / per context licenses or is ANM now totally free to use and you simply need to request a free license ?

It's clear as mud in all the documenation.

The cost for license L-ANM-SERVER-40-K9 is U$$0,00. No need to buy per context licenses. In the beginning that license permited 4 devices to be managed for free, now I do not see anything on documentation stating that anymore.
