Outgoing proxy is polled very 60 secs, so if a failure occurs it will take a minute for the Cache to recognise this. To reduce the time to recognise the loss of connecitvity to the outgoing proxy, please configure "http proxy outgoing monitor 30" so that you can monitor every 30 secs. It is a trade off between how often you poll and the sensitivity to failure. Please refer to the following URL to get more information on this command.

http://www.cisco.com/univercd/cc/td/doc/product/webscale/uce/acns42/cmdref42/14388ref.htm#2390248
