CUBE not negotiating Min-SE with service provider. Error 422

I'm setting up a pair of CUBE's in HA connecting to the SP with a VIP on the outside.

I can make outbound calls, but when trying inbound the call fails:

The initial invite from the carrier sends min-se of 300.

CUBE responds with 422 Session Timer too small with Min-SE: 1800.

SP sends an ACK and resends the invite with Min-SE: 1800.

CUBE doesn't respond to the new invite from SP with Min-SE: 1800.

5 seconds later SP sends CANCEL.

I've tried adding profiles to modify the SE but makes no difference.
