Configure Telephony using 2811 router and Central Office server

Hi Cisco Community!

I am having some trouble enabling telephony-service within packet tracer.

Here is what I have:

2811 Router

CO Server

Cell Towers

Multiple Smart Phones

I have been able to connect everything and can ping between the router and smart phones. But I can't seem to get my smart phones assigned to telephony-service to add numbers and make voice calls on the IP communicator.

Hoping for any tips...
