If I keep the phone on-hook, dial in the speed call number, and press the Abbr Dial softkey, the call will go through. If I take the phone off hook, press on Abbr Dial softkey, enter the speed call number, the call goes busy. I'm not quite sure why it's working while on-hook but not off-hook.
