Meraki MX and Cisco ATA

I'm having an issue where no Cisco ATA192 (I've tried 6 of them) is automatically getting an IP address. The Meraki MX84 is providing DHCP and is on the newist firmware 18.107 (there was a DHCP issue with the previous version). It is providing IP's because no other device is having an issue including new Cisco CP8851 that are being installed. If I take the ATA to another location that is using a MX64 it works just fine. Also if I put a static IP in the ATA it still doesn't work. Its odd because if I do a packet capture from the MX84 for the ATA there is nothing in it and the event log for it just says DHCP problem extra: no_offers_received, vap: 0, vlan: 0.

The enviroment is a single LAN there is no VLAN's set up. The ATA192 is preconfigured from RingCentral. I do have the event log from the ATA if that will help.
