ATA 191, Can't configure second line

Hi, I have an ATA 191 box, and I'm trying to configure two lines.

When I configure the 2nd line, it appears under the "Unassigned Associated Items" section.

When I try to reorder the phone button configuration, I get an error: "Fixed feature buttons cannot be changed."

And if I try to choose a different button template, I can't select anything except the default ATA 191.

Any ideas?
