      <description>&lt;P&gt;We have an issue where our system is out of compliance due to one account being an enhanced plus account when we shouldn't have any. Two phones are assigned to the problem user, but when I try to remove one of the phones to anonymous or another user I get an error saying,&amp;nbsp;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;"The system has exceeded its time limit to resolve license non-compliance issue. No more provisioning operations are allowed until the license compliance issues are resolved."&lt;/SPAN&gt;&lt;/P&gt;&lt;P&gt;&lt;SPAN&gt;so I can't resolve the problem unless I can make a change, but I can't make the change because I have the problem?&lt;/SPAN&gt;&lt;/P&gt;</description>

      <description>&lt;P&gt;you need to open a licensing case with Cisco.&amp;nbsp; I imagine they can probably give you a temp license as long as the version is not too old.&amp;nbsp; There are some workarounds to this such as just rebuilding a new environment but that may not be feasible with your size.&lt;/P&gt;</description>

      <description>&lt;P&gt;You will need to add the amount of missing licenses to get the system back to compliance before you can do any configuration changes.&lt;/P&gt;</description>

      <description>&lt;P&gt;If there are compliance issues, CUCM will trigger a 90-day evaluation period, after which the system will move to enforced mode, where no changes are possible. You have got &lt;STRONG&gt;90&lt;/STRONG&gt; days to fix it, and you might have seen noticed warning when login in to the CUCM with the days left in the evaluation.&lt;/P&gt;
&lt;P&gt;If I'm not wrong, restarting the PUB gives you one day of evaluation. Alternatively, if you deregister the CUCM from the licensing server (SSM/CSSM), it triggers a 90-day evaluation period again. (Deregister using the option in the CUCM license management page.)&lt;/P&gt;
&lt;P&gt;This way, the system will exit enforced mode, allowing you to make changes and correct the configuration so that the system consumes the right licenses.&lt;/P&gt;
&lt;P&gt;A third option is to reach out to TAC and ask for a demo license to cover the license shortage that triggered non-compliance. You can then fix it by assigning the Owner ID to correct the incorrect license usage, ensuring the phones consume the right licenses. If you don't have sufficient licenses, you may need to procure more to cover the shortage.&lt;/P&gt;</description>
