7940G "more" Softkey Missing

I have about 30 newly installed 7940G phones in my company. Most of these display the "more" softkey but a few do not. All phones appear to have the same firmware version 7.2(T0.23). How do I enable "more" on the 7940G?

Ensure that the 7940G phones are associated to the same Softkey template.(phone config on the CCM admin web page)

If you want to add more softkeys you can go to:

Device->Device Setting->Softkey templates-> configure softkey templates ->offhook.

If the Softkey template of the phones without the MORE softkey does not have more than 4 options selected for each state then you will NOT get the MORE softkey. Go to that Softkey template as Zin told you and go to configure softkey layout and see what options do you have for the Template that the phones are using.
