The first step depends on the nature of the incident, but generally it is to check the Dashboard for visibility and quickly identify the scope and impact.

I believe the best option is to check if you're experiencing any issues with your internet connection.

Check if your devices have IP addresses.

https://www.cisco.com/c/en/us/support/docs/switches/meraki-cloud-managed-switches/217880-troubleshoot-meraki-device-unreachable.html

As long as you are licensed, if you have a network outage such as no internet connectivity at all, Meraki will continue to switch traffic locally. This means that despite there is no internet connectivity, and all Meraki equipment goes offline, your Meraki network will continue to work. Devices will still get an IP address from DHCP, and able to do local DNS lookups, assuming you use local DNS.

That being said, there are some features that are dependent on internet connectivity. If DNS and DHCP are handled at a central location only reachable by VPN, this will fail, if there is no Internet Connectivity.

You will also not be able to manage your Meraki network, and as such no Assurance data will be forwarded to Meraki.

Also certain features that may required Meraki Cloud sourced traffic will also fail.

Thats a very broad question... IT emergencies could mean, cyber attack, power loss, internet outage even natural disasters.
