I would contact TAC to get them to check you account and add your keys.

Follow the onboarding process below depending of your situation, note that you need a valid contract ID for certain API endpoints.

Did you have any luck with this? I can't seem to get response from apix-support@cisco.com

TAC Cases appear to require Serial # and Device ID, which is not applicable in this case.
