ZTP - does not start - switch two hops away

TestSituation:

tftp-http-server <---LAN/WAN--->ROUTER + dhcp management vlan <---trunk--->Etherswitch<---trunk--->switch-2960c<---trunk--->9300series

In situation A:

tftp-http-server <---LAN/WAN--->ROUTER + dhcp management vlan <---trunk--->Etherswitch<---trunk--->9300series

The PNP startup receives the dhcp options and boots. Runs the script.

In the situation: TestSituation -> the discovery of the switch does not happen...

I do not see any dhcp requests arriving on the router.

- I enable pnp start-up vlan on the router and on the etherswitch. This command is not possible on the 2960c switch... probably the issue?

- I would like to avoid VLAN 1

Question : someone else with same issue? And found a solution?
