Restrictrion Call on Webex Calling via Local Gateway

Currently on my Webex, can call over PSTN via Local Gateway >> CUCM. For restriction calls cannot be done by CUCM because CUCM only forwards calls from webex via local gateway to PSTN. therefore for restriction calls I do in webex, each user will have a different call privilege. When i go to outgoing call permission, the setup only this :

What do I need to do if I want to give a certain access call to one of the extension numbers like in CUCM there is a CSS that handles restriction calls?

How do I configure call privilege like CSS in CUCM on Webex Calling?

My scenario is:

I have Webex Calling user with Webex Calling Professional Licenses enable.
I have integrate Webex Cloud to Local Gateway with Registration base mode.
I want to give some user capability to call to local or national or international and some others not.
What configuration can be done to make it possible?

Webex Cloud → Local Gateway → Router VG → PSTN

These are applied either in the location of the user in Webex Calling or the user themselves
