Hello, assuming this is what you mean...The first thing to point out here is that a guest user is not allowed to be a host of a meeting, they simply do not have the meetings host licenses that are required to host a meeting. In fact, a guest user is not even allowed to create meetings, scheduling of meetings can only be done by a webex user.

Going further, you made mention that (you have to wait for the host to always start a meeting) I believe this can be resolved with setting someone else as a coHost. If the host is running late or can't attend, a cohost can start and manage the meeting or webinar in their place. Cohosts can also assist the host with meeting management, which is useful for larger meetings. If the host is not in the meeting, a cohost assumes the host role until the original host joins.

When scheduling through the APIs or scheduling through the meeting site you can set another user as coHost, a coHost has to be a member of your meeting site and have host privileges. There is a setting available when scheduling through the meeting site that enables the ability to set anyone, even attendees who do not have host accounts on your site, as coHost while in the meeting. Here is a guide that would help you https://help.webex.com/en-us/article/n1bqkbv/Assign-cohosts-in-Webex-Meetings-and-Webex-Webinars#task_06440ED996B4C71A1A5942F8CCD21A3E Unfortunately, there is no way to set someone who does not have a host account on your meeting site as a coHost while scheduling the meeting. It can only be done after the meeting has started and if above mentioned option is enabled for that meeting.
