Update Scopes for WebEx Calling - Call Controls (currently incomplete)

Hi,

The WebEx Calling - Call Controls description is currently incomplete and needs to be updated. We've found that the admin auth token 'spark-admin' scopes may need to be used, but are not mentioned in: https://developer.webex.com/calling/docs/api/v1/call-controls. The spark-admin scopes are, however, mentioned for the People API calls found here: https://developer.webex.com/calling/docs/api/v1/people. We had to use /call-controls and discovered that we needed spark-admin: calls-read and spark-admin:calls-write scopes, but that they aren't mentioned in the scopes requirements.
