Embedded app enablement

i like using embedded apps, but i don't want all of our users to have access to using them given our org structure. Is there a way to enable them for specific users rather than my whole organization?

Unfortunately, there is currently no way to allow access to an embedded app on a per user basis. It's either all or none when approved by an org admin. There is an open feature request for this, https://ciscocollabcustomer.ideas.aha.io/ideas/WXCUST-I-7138, which you can up vote if you'd like.
