topic Scope error accessing the Recording API in Webex for Developers

When calling the meeting recordings list api (GET /v1/recordings), I'm using the authentication token tied to an account with the required scopes (according to the API documentation), but I get the response "The server understood the request, but refused to fulfill it because the access token is missing required scopes or the user is missing required roles or licenses." What scopes, just to double check with a human, does that API need? And what licenses?

Is the owner of the Token the same as the owner of the Recording? Normally, you can only get details of recordings you own, except you are using an Admin to authorize the request.
