Cant get jabber-update.xml file working

I have an issue where my jabber-update.xml file isnt working. I do know for a fact that my Jabber-config.xml file works exactly as it should, and is calling the jabber-update.xml file. However, whenever a user runs the update on their jabber client, it says "You already have the latest update of the software". Howver, they do not. The version they have is 9.0.3, and the latest version is 9.0.5. Does anyone know what is wrong? Here is the text from my jabber-update.xml file:

I tinkered with it, and found that all you have to do is remove the first two lines of code. I wanted to update this forum note in case anyone else has issues with it. Here is a working copy of my XML file.
