Finding it difficult to locate documentation on these two questions

Q) Does Jabber for Windows need admin rights on Windows for installation?

Yes and Yes.

Typically customers that don't give their users admin rights should have some form of automated software deployment solution so it shouldn't be an issue.

Admin rights are still required unfortunately
