    <description>&lt;P&gt;We have a CER 12.5 cluster where the secondary server opens with the following error:&lt;/P&gt;&lt;P&gt;Failed to initialize. Please Restart the CER Admin Service&lt;/P&gt;&lt;P&gt;com.cisco.e911.util.E911AdminException: Problem in initialising PortLocationManager . Cannot continue ...&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;We restarted the Cisco Emergency Responder Service but the error is still there.&amp;nbsp;&amp;nbsp; What is the CER Admin Service?&amp;nbsp; I don't see any service in the control center with that name.&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;No one ever replied so we just rebooted the secondary server and it fixed it.&lt;/P&gt;</description>

      <description>&lt;P&gt;I had the same problem, It was due to the fqdn issue, I added SUB as fdqn.&lt;/P&gt;&lt;P&gt;I was not able to resolve it by reboot. Then opened a TAC case and here is the action plan that helped me in resolving the issue:&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;CER subscriber needs to be added using only its hostname. Please execute the following to fix the issue:&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;OL&gt;&lt;LI&gt;Power down the CER Sub, from CLI: utils system shutdown&lt;/LI&gt;&lt;LI&gt;Delete the Sub from the Pub (System --&amp;gt; Server Settings --&amp;gt; Select Sub --&amp;gt; Click Delete server).&lt;/LI&gt;&lt;LI&gt;Reboot the Pub.&lt;/LI&gt;&lt;LI&gt;After the Pub comes back up go to System --&amp;gt; Add Sub using only the host name(without the domain name).&lt;/LI&gt;&lt;LI&gt;Power on the Sub.&lt;/LI&gt;&lt;/OL&gt;</description>
