You could view it as an upgrade from APIC EM, but that would be undermining DNA-Center a lot, as there are much more functionalities added to it. You do not need both to be installed at the same time. You can experience Prime or DNA center, you will see slightly more capabilities are embedded in DNAC due to APIC-EM, plus you can do provisioning and Automation in DNAC similar to APIC-EM.
