Just wanted to note this was caused by having 2 MDM's syncing the same VPP token.(Which had been working fine for years) Unfortunately have to create a new location token to sync and start over with user registrations and app assignments.

Hello, I am seeing an issue now with Apple Volume Purchase Program in Meraki. All of the users that were enrolled under the User Management were set as retired. I tried to re-invite one and got this error message: "error re-inviting user: request vpp_users is required, request requires that field vpp_users not be empty."

I tried updating the Apple token even though it wasn't expired and that cleared all of the retired users from the list. I was able to add a user again as new yesterday, but now today I see that it is set as retired as well. Has anyone run into this issue before?

(bump)
So I am experiencing the same problem within Meraki, where all of my VPP users are being marked for retirement at least once a week. I do have two MDM's as I am testing Intune with some of our iPad's and iPhone's, but both MDM's have their own VPP tokens.

Any ideas?
