Primary ACS v5.4 Server Started Bootlooping, Cannot Promote Secondary Server

Our primary ACS VM appliance has begun bootlooping with no real explanation available from our logs or TAC exploration. Luckily we have a secondary server picking up authorizations right now. However, I cannot promote this secondary server to primary. I've followed this guide -

http://www.cisco.com/en/US/docs/net_mgmt/cisco_secure_access_control_system/5.3/installation/guide/csacs_upg.html#wp1199380 but it specifies that the process must be completed on the primary server (which is down). Any idea how we can get around this? I would like to promote my server to primary and then build a new one.

Thanks in advance.
