AFAIK, it can only be used to to restore onto that server (or another server - such as a test or evaluation unit - running the same verison of ACS). Opening in an editor will not give one any useful information as the data is all encoded.

What i am trying to do is to transfer users info from ACS 4.2 to Ver5.2 is there any way to do it?

Sure, that can be done. Please refer to the ACS 5.x Support page. Either the Migration Guide or Chapter 2 of the User Guide gives detailed instructions on how to generate the migration utiliity and extract the ACS 4.x user data.
