aaa Authentication

Hello,

I'm working on cisco AAA Lab. I have configured a method list for authentication using the following command

R1(config)#aaa authentication login TELNET local enable

I did not added any user to the router. Then I applied this method list on the telnet

I was expecting that when I telnet to the router, it will check that whether or there is not any local database and then will ask for the enable password, it was prompting me to username and password. Any explanation?
