&lt;P&gt;the ISE is upgraded from 1.3 to 1.4 on a thick provisioned VM.&lt;/P&gt;
&lt;P&gt;I am actually working as a system integrator with the client will post the show app output by second half today.&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;

      <title>not able to open ISE GUI post upgrade</title>

      <description>&lt;P&gt;hi,&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;
&lt;P&gt;We have setup ISE on VM.&lt;/P&gt;
&lt;P&gt;We recently did an upgrade. Post upgrade, the App was running fine until recently, we are not able to get the GUI of ISE opened.&lt;/P&gt;
&lt;P&gt;It says page cannot be displayed no matter what browser we use.&lt;/P&gt;
&lt;P&gt;Funnily, ISE operations in the background are running fine.&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;
&lt;P&gt;On chrome, i get the reason: ERR Connection Reset.&lt;/P&gt;
&lt;P&gt;on FF same&lt;/P&gt;
&lt;P&gt;on IE it says to reboot modem or firewall (nothing in between though).&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;
&lt;P&gt;I am unsure how to proceed on this&lt;/P&gt;
&lt;P&gt;anyone had similar issues and has a solution please help.&lt;/P&gt;

      <description>&lt;P&gt;The output:&amp;nbsp;&lt;SPAN&gt;&lt;STRONG&gt;Application Server &lt;SPAN style="color: #ff0000;"&gt;initializing&lt;/SPAN&gt;&lt;/STRONG&gt; is indicating that the service for the ISE application server has failed to start / got stuck at initializing. I have ran into this issue before. You can try the following:&lt;/SPAN&gt;&lt;/P&gt;
&lt;P&gt;&lt;SPAN&gt;1. From CLI issue:&lt;/SPAN&gt;&lt;/P&gt;
&lt;PRE class="prettyprint"&gt;application stop ise&lt;BR /&gt;application start ise&lt;/PRE&gt;
&lt;P&gt;Then wait 15-20 min and check again from both the GUI and the CLI&lt;/P&gt;
&lt;P&gt;2. If the above does not help restart the ISE servers by issuing the following command from CLI:&lt;/P&gt;
&lt;PRE class="prettyprint"&gt;reload&lt;/PRE&gt;
&lt;P&gt;3. Also, make sure that you have the latest patch installed&lt;/P&gt;

&lt;P&gt;I tried that, however when the System came back up... had the same issue...&lt;/P&gt;
&lt;P&gt;so did a root patch, reset the service and also did a patch 5 upgrade.&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;
&lt;P&gt;that worked ...&lt;/P&gt;
&lt;P&gt;both nodes are now operational.&lt;/P&gt;
&lt;P&gt;&lt;/P&gt;
&lt;P&gt;Thanks for all the support. really appreciated.&lt;/P&gt;</description>
