topic ACS SE won't boot. in Network Access Control

I have a brand new ACS SE 1100. As soon as I pulg in the power, I see fast blinking blue light. Any idea anyone? I read this can be a power supply problem. Just want to make sure see if there is anyone who had same kind of experience.

thanks.
