http authentication with AAA server or local authentication

i have 2950 and 3750 switches. i want to give few lan admins access to view and change port speed and duplex, thru http acess. i can use ACS server (tacacs+). i tried to create local user with privilege 7. i also tried with tacas+ server. either way i cannot accomplish the http authentication and access thru web. only "enable" option works to give level 15 access.

any help would be appreciated.

i did see this document before. maybe i am not configuring acs correctly. i followed the document it still did not work. any other reference..thanks
