Radius does not support command authorization or accounting, there is nothing in the protocol that allows this to happen. Theoretically IOS shouldn't even allow you to configure it but it does, and that's the reason you're getting the error.

If you want to do command authorization or accounting then you have to use TACACS.

I am getting the following error:

RADIUS: unsupported accounting type 3 for user "bcxadm"aa accounting commands 15 default start-stop group radius

If I remove the following:

aaa accounting commands 15 default start-stop group radius

the error does not happen anymore.

An suggestions why this error happens when I enable aaa accounting?
