I have multiple devices in the BYOD endpoints group in ISE 2.3.0.298. These devices are connected to to an SSID that is MAC filtered and all seems to be working correctly. However, no matter how long they stay in this group they never change from pending to registered. I am not sure what I am doing wrong. Any guidance would be appreciated.

It sounds like defect as it should turn to registered as soon as the device is seen on the network post onboarding or after 20 minutes. What version of ISE and patch are you using?
