Is it possible to send a CoA from the RADIUS Live Authentication page to disconnect an active VPN session?

Yes, for example, at ISE Live Sessions view, locate the endpoint session and select [ Session Terminate ] in the [ Show CoA Actions ] and it would normally disconnect the ASA RA-VPN session.
