As meraki doesn't support ISE CWA portals (redirection of their clients to the ISE guest portal) then this is not something likely easy to do, requires custom flow

customer would need to embed a link to the ISE self-reg (don't have an account page) on the meraki LWA page

the flow would be

1. User connects to meraki guest ssid and redirected to their LWA portal

2. User clicks on the don't have an account that launches to ise portal (perhaps in a new Window)

3. User creates an account on ISE and sponsor is notified to approve

4. User directed to close this page or provides link back to meraki redirect

5. Sponsor approves and user logs in after they receive credentials

http://www.cisco.com/c/dam/en/us/td/docs/security/ise/how_to/HowTo-86-Integrating_Meraki_Networks.pdf
