Can we have ISE as TACACS but to integrate with SMS gateway to send a OTP or as a 2FA ?

Is there a direct integration with SMS gateway for TACACS without using DUO ?

I have only seen a direct connection with SMS provider for Guest access for a one-time password. not that i am aware of any multifactor authentication directly with SMS API.

You're correct, there is no tie-in with Device Admin (TACACS) and login via SMS text notification. The closest thing we have is the DUo integration mentioned above
