Greg is correct that ISE allows us to export the internal users from one deployment to a CSV file and then import into another deployment. This works if the source and the destination share the same ISE release version. If different ISE releases, then we might need to adjust the columns.

Hello,

we've on a Test ISE a list of local users, now the service shold be changed to the productive deployment.

Is there a way to export the users and importing on the deployment?

when we were migrating from acs to ise, I think this was possible, but now, when I'm on the user-list, there's no export or import button.

thanks

You can export/import Network Access User accounts, but there is currently no option for bulk import of Admin Users.
