reset password for local user in ISE

i am using Cisco ISE 2.6 as Tacacs Server i defined local users in ISE with password change every 90 days
when the time is up the user connect to one of the Switches in SSH and get prompt to reset the password when he enter the new password he got the following error - "the remote machine doesn't support change password via SSH2"
when i trying to do the same with telnet instead SSH is working
is there any ways to reset the password via SSH ?
