Please for ISE 3.0 , is it necessary to have the Agents anyconnect apex to do posture as the ISE 2.X before or we can do the posture without agents?

-You can perform agentless posturing. See below:

Note you still need proper licensing (premier for posture visibility/enforcement). See below:
