I need free aces Server that compatible with cisco devices that admin for login auth username and assign Privillage Level to user

any suggestion For this ????

Cisco switches and routers support standards-based TACACS+ protocol. Any TACACS+ server that supports the standard should work, you just need to ensure that whatever policy model is used by the T+ server returns the correct attributes to the device. Examples of those attributes can be found in the ISE guide shared by @Mark Elsen
