I've just installed ISE 3.0 and kept getting the following

5436 RADIUS packet already in the process

Resolution

Check whether the Average RADIUS Request Latency statistic is close to or exceeds the client's RADIUS request timeout. If so, determine whether the latency is caused by a slow external Identity Store or because this instance of ISE is being overloaded. To resolve this, increase the client's RADIUS request timeout, using a faster or additional, external Identity Stores, or reduce the load on this instance of ISE

Sounds like your network device's RADIUS configuration timeouts are too short. Follow our prescriptive deployment guides in <LI-MESSAGE title="Cisco ISE & NAC Resources" uid="3621621" url="https://community.cisco.com/t5/security-documents/cisco-ise-amp-nac-resources/m-p/3621621#U3621621"></LI-MESSAGE> for your network device and scenario.

Ultimately you have not provided enough information for the community to help you.

See <LI-MESSAGE title="How to Ask The Community for Help" uid="3704356" url="https://community.cisco.com/t5/security-documents/how-to-ask-the-community-for-help/m-p/3704356#U3704356"></LI-MESSAGE> .

Next time, please provide an appropriate title for your post/question so people will know the nature of your topic.
