The original question in Chinese is "The system certificate is not displayed here, how to solve it".

I would ask, is the user logged on as ISE Admin user?

More detail is needed to provide any meaningful assistance. See How to Ask the Community for Help.
Without any more info, I would suspect a browser issue. If you have not tried another browser/computer, that should be the first step.
You should also be aware that ISE 2.3 has been End of Support since 17 Dec 2019. You should migrate to a supported version of ISE.

I used the super administrator to log in, and I changed many browsers to log in. The effect is the same. ISE2.3 is in this certificate, and the system certificate is not displayed here, but the trust certificate below is displayed.
