When the automatic download is enabled, ISE will try to download all the available client provisioning resources from Cisco portal, this might include resources that are not relevant to your environment. Because of this, it is recommended to keep that option disabled and download manually the resources that you need.

You are welcome. That's correct, however, the first option you have on the screenshot "Enable Provisioning" is the one that will trigger/allow the users to download the client provisioning resources. If you disable that one, the users would get a warning message saying that they are not able to download resources.

The second option "Enable Automatic Download" as we said it is just to allow ISE to go and download automatically the client provisioning resources from the specified URL, kinda to save you go and do that work manually. However, this is not recommended because the client provisioning resources might contain packages that you will never use in your environment. Hence, it is recommended to turn that feature off and do the download work manually.
