ISE3.0 web backup stuck at 0

When we backup via WEB, we see the progress stuck at 0%.

（1）We've tried to Force Backup Cancellation, but the output is "No stuck backup found. Exiting"

Does anyone know why? What's the solution?

What 3.0 Patch do you have installed? What repository type is this? SFTP? FTP?
